Author of 10 Little Rules for Sharing Your Story, Frank Winters is committed to helping people and organizations communicate more effectively. As owner of WintersGeo Inc, Frank conducts public speaking workshops, provides personal communication and presentation coaching, and Geospatial consulting. Frank finished his time with New York State as the Geographic Information Officer (GIO) in 2022. He also served as the Executive Director of the New York State Geospatial Advisory Council (2014 - 2022), and Chair of the National Pandemic GIS Task Force Chair(2020 - 2023). He served as President of National States Geographic Information Council (NSGIC) (2020 - 2021) and continues to be active on several workgroups and committees. Frank serves on the Board of Directors of the National Geospatial Collaborative (NGC), and won a State Scoop Magazine 2021 IT Leader of the Year Award. Frank coaches a youth mountain bike race team, teaches wilderness guiding, and serves on national committees for Scouting creating policies and curriculum for wilderness travel, skiing, and mountain biking.

James Pardue is Chief Revenue Officer with Bad Elf, LLC. He specializes in AI- and data-driven SaaS, geospatial intelligence, and mobile technology platforms. Prior to joining Bad Elf in 2026, James spent 10 years with ikeGPS, eventually as General Manager of the Spike Business Unit. ikeGPS designs and manufactures a handheld integrated laser range finder, camera, computer, GPS, and 3D compass combined with industry specific software solutions for measuring and modeling assets. Previously he was Director of Sales with TomTom Geospatial, and Director Federal Civilian Programs with TerraGo Technologies. James holds a BA in Geography and Business Psychology from the University of South Florida.

Mike Dagle is ArcGIS Solutions Lead | Infrastructure with Esri. He leads Esri's ArcGIS Solutions Infrastructure team, leveraging over 20 years of experience delivering geospatial solutions. Before joining Esri, he spent 15 years crafting and supporting geospatial solutions in local government organizations. He leads a team of talented Product Engineers responsible for designing ArcGIS Solutions that meet the needs of infrastructure, public works, transportation, and transit workflows.
